It’s Our Fault!
- Napa County simulated earthquake drill, August 31st,
2006
At 0901 on Thursday morning, a 6.5 magnitude earthquake on the West Napa Fault causes severe damage to Napa and the greater Bay Area.
This drill will primarily be “on paper”, with the concept of being a real-time functional exercise. The primary purpose of the exercise for the participants will be to understand the roles and responsibilities and increase capability to carry-out responsibilities in a major disaster through:
“Learning from past exercises and events
Practicing EOC functions
Practicing inter-agency/multi-jurisdictional communication and coordination
Identifying areas for future planning and training
Evaluating the capacity to carry-out responsibilities in a major disaster and identify deficiencies/areas of improvement” (1)
Participants will include the County EOC, Napa Sheriff’s Office, Health and Human Services, City of Napa, City of St. Helena, City of Calistoga, Town of Yountville, Napa State Hospital, Napa County Office of Education, Napa Valley Unified School District, Queen of the Valley Hospital, St. Helena Hospital, and Clinic Ole.
“Communications that occur between the simulators and the EOC will primarily be through the use of phones and normal operational radios”, but does not eliminate the possibility of other means of communication. (2) Messages will be preceded by the phrase “THIS IS AN EXERCISE MESSAGE”.
This exercise will begin at 0800 and end at 1200 hours.
